東日本大震災で深刻化した紙やインキの供給不足が今も続いている。製紙大手の工場では生産再開が遅れており、インキの原料となる石油化学製品の生産も滞ったままだからだ。海外からの代替品調達を模索する動きも出てきたが、計画停電の打撃もあり、供給不足の影響は印刷業界や新聞・出版業界など幅広い業種に広がっている。
被災した製紙大手の工場は震災から３週間以上が経過した今も操業を停止したままだ。三菱製紙の八戸工場（青森県八戸市）は５月中旬に生産を再開できる見通しだが、日本製紙の石巻工場（宮城県石巻市）と岩沼工場（同県岩沼市）は再開のめどが立っていない。
昨年の国内全体の生産量に占める３工場の割合は高く、雑誌や書籍などの印刷用紙が１８・７％、新聞用紙で１３・８％を占めた。
野村証券金融経済研究所は最近のリポートで、国内の印刷用紙市場（年間約８００万トン）のうち１５０万トン程度、新聞用紙市場（年間約３５０万トン）のうち５０万トン程度が停止していると指摘。「震災の影響がなかった工場や生産能力に余裕のある会社が増産しているが、補いきれなければ輸入などの対応も必要となる」との見方を示した。
紙と並んで深刻なのがインキだ。国内大手のＤＩＣは、原料の有機顔料の生産拠点である鹿島工場（茨城県神栖市）の操業再開時期が未定。原料の樹脂づくりに必要な石化製品のジイソブチレンを国内で唯一生産していた丸善石油化学の千葉工場（千葉県市原市）は震災で火災を起こし、「復旧には最低でも１年は必要」（同社）という。
このためインキメーカーの間では「代替原料を確保したり、海外の生産拠点からインキを調達したりする動きが広がっている」（印刷インキ工業連合会の小松原正志専務理事）という。
ほかにも、紙の原料であるパルプや新聞用紙の主原料の古紙を漂白するのに必要な過酸化水素が供給不足に陥る懸念が出ている。
“川下”の印刷業界では資材の不足感に加え、計画停電の影響も出ているという。日本印刷産業連合会の草野司朗常務理事は「計画停電で効率的に稼働できず、生産性が低下している」と打ち明ける。
一方、紙やインキの供給不足は最終製品に打撃を与えている。日本雑誌協会によると、３月２５日時点で発売延期となった雑誌は２３４誌、発売中止となった雑誌は１６誌に上った。
人気雑誌も例外ではなく、集英社は３月２８日の予定だった「週刊少年ジャンプ」の発売を４月４日に延期した。
